I'm setting up an Ubercart shop for a small bookstore, and they wanted to display categories containing no products (so visitors can see that in the future they might sell products in those categories too). I found no way to do this without changing uc_catalog, so a new option for it might be useful. The attached patch adds such an option to admin/store/settings/catalog/edit.
